 Duane:

Any time you have a system which will be pressurized as the result normal operation or could build pressure as the result non-standard operation you are required to have a safety or over pressure relief device.

This is to ensure that when the system goes out of normal operational limits it will fail in a safe manner.
Allowing a system to fail in a safe manner is part of good engineering / design practice.

If you do not have a pressure relief devices then the system can fail catastrophically.
