surface finish table lists 0.41-0.81 micro-meters for static gaseous systems. What is the drawback of using a smoother surface finish lower than 0.41?

 There is no specific limit to the lowest surface roughness you can use on for sealing O-rings. The disadvantage to a higher quality surface finish than necessary is cost. Note - dynamic seals have a better surface finish in general when compared to static seals.

The limits given would indicate that you do not get any improved performance by improving your finish.

If you have a lower quality finish you either get more wear or a lower quality seal.
